Since we are talking about law/court, if the systemic racism didnt exist (level playing field) Then why dont racial minorities make up an exact percapita average of law makers and public office based on sheer population? Asians, blacks etc. its overwhelmingly white. Huge swaths of texas have a large of amounts of south east asian heritage american citizens, but almost none hold public office. Because if WHAT they appear to be is automatically not given the same chance, WHO you are doesnt matter. I do see your side however. Assuming a fair playing field, meritocracy would be the best way. I would definitely go again and never felt unsafe - or no more unsafe than any other large city.
