The image is just too cropped and too close, blurry pixelated too doesn't help. That looks as much like a mega man figure as some bug eyed angry dude going hey in a yellow shirt. I kept thinking it had the Mega Man art style too, but it wasn't from Wily Wars and I looked and every box that looked remotely similar and still couldn't find anything. That's why I noted a few franchises and none worked out. It’s a Japanese Mega Drive game. I was planning to make “Sega” broadly represent all Sega systems, but until now only have done US Genesis titles.
