I'm using new ATTINY13A's as a stand-in for the CIC lockout chip. i had tried using new SST flash chips, but they didn't work as well with my particular clone console, though they worked fine with my real NES. while i can't officially support clone consoles (there's too many and i don't own them for testing), i went with the more compatible option.
