ive seen smb2 usa like this as well..

edit: neither case seemed like a back swap in my unprofessional opinion only from what ive seen from opening....hundreds of carts.

Nothing unusual here.  Popular NES games that were released before 1992 and then reprinted in the SNES era will exist with both back label styles...

I think the switchover was May of 92.

Mega Man got a reprint and has the updated back label as well.
