If so, I'd say that that was definitely resealed at some point, as I've never, ever seen or even heard of anything like that. If they were over the top, I was going to say that they looked like some of those printed out labels that you'd sometimes get on stuff that was ordered through a catalog company (like Sears, JC Penney, Montgomery Wards, Service Merchandise, etc.), but with the top layer (with the actual printout on it) missing. However, that first picture makes it really hard to tell whether that label is over top of or underneath the plastic, as the seam appears to go over top of the label.
