Amazon's official policy when it comes to damaged gift cards should be illegal

Long story short, we purchased a $70 gift card to buy pet food from Amazon because we like to avoid using credit cards. Sticker says to peel or scratch. I chose to peel, and three characters were peeled off in the process, rendering the claim code unusable. The store we bought it from would not refund or exchange under any circumstances. Amazon's official policy on damaged cards is to return them to the retailer, knowing full well that's usually impossible. Retailer says it's not their problem and there's nothing they can do, and that it's up to Amazon.

Eventually we did get help from Amazon to redeem the card but it took hours of trying and pestering. I've gotten damaged cards from Steam and Netflix and they were much more helpful right off the bat.  Amazon can go suck a dick.

How can they be allowed to get away with this? Amazon.com 100% should legally be responsible for defective cards where the code peels or scratches off and is unreadable.
