No. VGS Qualified (or Q) scale is for games that are opened, but in new/like condition. The contents are examined and supposedly confirmed to be what was in the release/complete. The regular VGS scale is for sealed games. You can tell the difference right away by looking at the color on the grade sticker - regular sealed scale is pink/red - qualified is blue.
