Taiwanense Wii Games

So Taiwanense Wii games have the rating system like the one shown on the box here. However, this is a Japanese version game with a sticker covering the Japanese rating on the outside of the box. The I'd code is Japanese on this too, unlike the localised Taiwanense games.

So I'm wondering if anyone knows, did a shop just print these stickers, or were shops given these kinds of stickers to place on the Japanese version games they were selling, or what the story is.
